But they also face an uphill battle because of a UK government plan to use public money to sell off the remaining 1% of the Scottish coal mine estate.
The scheme was set to be approved by the Scottish Government in the autumn, but now has been delayed.
In a statement, the Department for Energy and Climate Change said: "We are continuing to consult on the options under consideration and the Scottish Government will continue to contribute financially to the management of the project."
The department added: "The Department expects to deliver a decision regarding the Scottish coal project in 2016."
And it has promised: "The final report of the review will be completed by the end of this year, which should help determine if the deal should move ahead."
The Department for Work and Pensions said: "It is important that there is a robust package of funds for the new coal production at Stirling and in the future when the Government's strategy is put forward on the Scottish Government's new energy strategy."
The SNP is now hoping that if any UK government departments refuse to donate to the new mine in the future it can ask for their support to be used elsewhere, in the future.
Last week, the Scottish Government said it would take over the land if a sale was not agreed "in the short to medium term", and its decision could delay the Scottish coal lease until at least early 2017.

The Scottish Government also has a £5m commitment from the UK government, for a £15m investment which will cover the operation's capital costs over 20 years. The remaining £25m will be spent by April, when Stirling will be used for power production.
The project is currently being used to generate British Gas gas in the Basford site. It will also be used to produce natural gas from fracking, known as fracking for shale gas.
The new coal mine has already been used to produce British Gas gas for the Basford site, and is now being used to produce gas from fracking.
The mine is one of the first examples of a joint Scottish and UK plan to build more of their own electricity facilities when energy companies try to sell them to other countries.
Earlier this year, former first minister Alex Salmond said there was "nothing wrong" with coal being built in Scotland to replace old generation plants in the future, and the industry needed the certainty of a future UK government to do so.
